Mark Dietrich, Chair
Mark Dietrich is a lawyer and a member of the New York Bar who has worked on international legal reform issues since 1993, when he served as the liaison to Romania for the American Bar Association’s Central European and Eurasian Law Initiative (CEELI). Since then, he has designed and directed ROL and anti-corruption programs around the world, including in Albania, Bulgaria, Ecuador, Georgia, Russia, Sri Lanka, Ukraine, and Uzbekistan.
Michael Maya
Michael Maya is the Director of the International Bar Association’s(IBA) North America Office in Washington, D.C. In that role, Michael liaises with members of the legal profession, human rights organizations, U.S. governmental bodies, and international organizations. Public service initiatives on which he devotes significant time include projects on public education on the rule of law, and investigations into crimes against humanity and genocide committed by autocratic regimes. Prior to joining the IBA, he spent two decades working to promote the rule of law with the American Bar Association Rule of Law Initiative (ABA ROLI), and its predecessor, the ABA Central European and Eurasian Law Initiative (CEELI), including several years living and working in Russia and Uzbekistan. Michael is the author of several articles and book chapters on the rule of law, and before starting his international work practiced law in New York City.
Mary Noel Pepys
Mary Noel Pepys is an attorney who, since 1993, has helped develop justice systems in countries overseas that protect human rights, ensure equal treatment under the law, and promote fair, transparent, and effective governance. Drawing on her expertise in both common law and civil law systems, Mary Noel has worked in more than 45 countries around the world, including five years living in Bulgaria, Latvia, Slovakia, Ukraine, Kazakhstan, and Croatia for ABA CEELI. She also served for two years in Afghanistan as the Justice Advisor at the U.S. Embassy in Kabul, and for another two years in Rome where she helped develop the Multinational Force and Observers, the peacekeeping force in the Sinai. Before working abroad, Mary Noel held positions at the U.S. House of Representatives and the U.S. Department of State, and practiced land use law in San Francisco.
Herb Bowman
Herb Bowman is a former FBI Agent and career prosecutor in California, Colorado, and the UN Special Crimes Unit East Timor. He spent more than 20 years leading U.S. government-sponsored rule of law and human rights projects in Albania, Poland, Mongolia, China, Cambodia, Vietnam, Republic of Georgia, and Armenia.
